Relating to authorizing the Commissioners Court in any County having a population of not less than sixty-nine thousand and eighty (69,080) and not more than sixty-nine thousand one hundred (69,100) inhabitants according to the last preceding Federal Census to lease or sell any County Hospital belonging to said County upon such towns and conditions as may be agreed to by the Commissioners Court of such County and providing that no sale of such Hospital shall be confirmed by the Commissioners Court of such County until such sale be approved by a majority vote of the property tax paying citizens of such county and providing for the manner of conducting such election.
