Relating to creating the office of County Purchasing Agent in all counties in this State having a population of not less than sixty thousand (60,000) inhabitants and not more than one hundred thousand (100,000) inhabitants according to the last preceding Federal Census and having a tax valuation of not less than forty-five Million Dollars ($65,000,000) and not more than Eighty Million Dollars ($80,000,000), providing for the appointment of such agent, prescribing his duties and fixing his compensation; prescribing a penalty for the violation of this Act.
