Relating to amending the Texas Liquor Control Act so as to clarify such Act and further regulate and control alcoholic beverages by providing for the right to a Manufacturer's License, or a renewal of a Manufacturer's License, of any person holding such a license in an area wherein, subsequent to issuance of such license, the sale of beer has been prohibited by local option election.
