Relating to the election of directors; by providing that districts may purchase or acquire works and improvements and enter or award contracts for drainage and similar improvements in sections; by providing for surety bonds for construction contracts; by providing for the deposits of district funds and security therefor; by providing that bond election petitions shall state the maximum rate of interest to be borne by district bonds; by providing for interest during construction on the bonds for not more than two years; by providing for issuance by district of bonds in one or more installments on terms and conditions determined by the board; by providing that bonds be approved by the attorney general prior to delivery; by providing for the sale of bonds after an election and public notice of sale; by providing for the appointment and compensation of persons to assist in selling bonds; by providing for the eligibility of district bonds for certain investments and to secure public funds; by providing for the assessment of district property at percentages determined by the board; by providing for alternative authority for the appointment, duties, and compensation of district officials.
