Relating to establishing a prison system and declaring the policy of the State with reference thereto; to provide for a Board of Prison Commissioners; prescribing penalties for violation of this Act; repealing Chapters 1, 2, 3, 4, 5, 6, 7 and 8 of Title 79 of the Revised Statutes of Texas.
