Relating to creating the Legislative Reference Library, to be operated and administered by the legislative library board; transferring responsibility now imposed on the legislative reference section of the state library to the legislative reference library; transferring the money appropriated to the library and historical commission for operation of the legislative reference section of the state library to the legislative library board; authorizing the board to make rules and regulations for operation of the library.
