Providing an opportunity through initiative and referendum for voters in certain areas in this state which the legislature finds to be in need of stimulation of tourism to decide by initiative and referendum if they desire to allow regulated greyhound or horse racing with parimutuel wagering on the results thereof to be conducted in their county; creating Texas Greyhound Racing Commission and the Texas Horse Racing Commission and defining their powers and duties; providing for the establishment and operation of greyhound or horse racing facilities in counties after approval by voters thereof at an election; imposing taxes on revenues of such facilities, dedicating money received by the Commissions and collected from the taxes; authorizing penalties and making appropriations.
