Relating to amending certain statute relating to the powers of governing bodies in certain cities and towns so as to make its provisions apply to all cities or towns incorporated under the General Laws of the State of Texas, and limiting the earnings of persons, companies, or corporations, coming within the provisions of said statute, to an amount not exceeding a fair return upon the fair value of property used and useful in rendering its service to the public.
