Remarks: Enabling legislation for SJR 16 and SJR 17. SCR 116 allows for technical corrections. Sections 2.03, 2.09, 2.10, 2.18 & 3.03 take effect immediately. Section 4.40 takes effect 7/1/97. Sections 5.03, 5.05-5.08, 5.11 take effect on adoption of the constitutional amendment.
