Relating to authorizing and directing the Board of Regents of the University of Texas to establish a graduate school of biomedical sciences in Houston, Harris County, Texas, to be known as The University of Texas Graduate School of Biomedical Sciences at Houston, and to be operated as a component unit of The University of Texas system.
