Relating to providing that the State of Texas, through the Game, Fish and Oyster Commission, shall have the power, right and authority to condemn and appropriate to the use of the State, land and water in Smith County, Texas, for the purpose of erecting, constructing, enlarging and maintaining fish hatcheries, buildings, necessary equipments, roads and passageways to said hatcheries.
