Relating to prohibiting pollution of public bodies of waters, defining pollution, defining public surface waters, making activities which cause such pollution a misdemeanor excepting the discharge of municipal sewerage into tide waters of the state under certain conditions, assessing a penalty for such activities, providing for severability.
