Authorizing the commissioners court of a county to regulate the use of land lying outside the limits of incorporated cities, towns, and villages; providing that no existing structure or use will be affected; providing for notice and hearings; establishing and prescribing the duties of a zoning commission; providing for appeals; providing for enforcement; prescribing penalties; prescribing the effect of conflicting laws; providing exceptions; and declaring an emergency.
