Relating to the appraisal of open space land devoted to farm and ranch purposes; requiring the Commissioner of Agriculture to publish classifications of land and information pertaining to the appraisal of certain land according to its productive capacity; requiring the Commissioner of Agriculture to make rules relating to the appraisal of certain land; providing an additional tax on certain land no longer qualifying as open space land devoted to farm and ranch purposes.
