Amending Chapter 628, Acts of the 68th Legislature pertaining to Dallas County Utility and Reclamation District and conferring additional rights, powers, privileges, authority and functions upon the District, authorizing the issuance of bonds, notes and other obligations; validating prior election's and other actions and contracts finding compliance with applicable constitutional provisions and declaring an emergency.
