Regulating and controlling the business or occupation and those engaged in the business, occupation, or employment of caring for, dressing, adorning, and beautifying the human hair, face, scalp, hands, nails, skin, and body; providing for the licensing of barbers and cosmetologists and the places where such services are performed; relating to barber schools and colleges and beauty schools and educational requirements; defining terms; making certain provisions as to nonprofit, tax-exempt vocational schools; increasing the numbers of members of the State Board of Barber Examiners and making other provisions with reference to the boards; providing date after which persons licensed by the State Board of Barber Examiners or the Texas Cosmetology Commission may not perform on certain premises; providing a saving clause as to persons holding a cosmetologist license or manicurist license issued by the cosmetology commission who apply for a manicurist license to the barber board; providng certain exceptions and exemptions; providing for appeals to and procedures in courts; providing serverability; providing a repealing clause.
