Relating to the authority of the Texas Youth Council to assist local communities with services and funding of programs for delinquent children and children in danger of becoming delinquent; permitting the Texas Youth Council to promulgate rules and regulations concerning such funding; providing for the creation of an Advisory Committee on Juvenile Justice and Delinquency Prevention and of County Youth Services Boards.
