Relating to the procedure in juvenile court for the placement of a mentally retarded child alleged or found to have engaged in delinquent conduct or conduct indicating a need for supervision; providing for a determination of retardation and competence, authorizing examinations, observation, and treatment by mental health or mental retardation professionals.
