Relating to the definition of employee for purposes of workmen's compensation insurance coverage under Article 8309g, Revised Civil Statutes of Texas, 1925; excluding independent contractors or volunteers, members of the state military forces, persons performing services for political subdivisions of the state or federal government or controlled by an agency other than the state at time of injury, employees of the State Department of Highways and Public Transportation, and persons employed by The University of Texas and The Texas A&M University System.
