Relating to capital distribution in all forms of credit now extended or to be extended by all lending institutions regulated by state and federal authorities in the state of Texas requiring that no credit be extended unless it can be shown that it will result in an increase in the productive capicity of the borrowing entity, either individual or institutional, within the confines of it's original purpose.
