Conveying to the city of Big Spring a certain described tract of land to be used for park or recreational purposes; reserving to the state all mineral rights; making the park and recreation facilities available to patients of Big Spring State Hospital; providing for recordation of this Act; providing for reversion of title to the State of Texas under certain conditions.
