Relating to the conduct, financing, and funding of primary elections; relating to the establishment of a primary fund and to its investment and use; providing for a schedule of fees or petitions to accompany an application for a place on the ballot; providing the place for filing the petition; relating to the authority, duties, and responsibility of the secretary of state, the county chairmen, certain county officials, and other personnel; providing for judicial review; relating to compensation of the county chairman, the secretary of the executive committee, and other election personnel; providing for refund of filing fees in certain cases; relating to the liability of the state, the county chairman, or county executive committee for unpaid claims for primary election expenses; providing for appropriations; relating to filing application accompanied by filing fee or petition in cases where the vacancy in office arises too late for filing by the regular deadline; relating to the composition of district executive committees.
