Relating to public mass transportation; providing for certain programs to be administered by the State Highway and Public Transportation Commission; defining the areas and governmental entities eligible to participate in the programs; providing for funding of the programs by federal, state, and local areas or governments; establishing the Public Transportation Fund to be used by the State Department of Highways and Public Transportation in carrying out the responsibilities and duties of the commission and the department; providing for deposit of public and private grants in the fund and making appropriations to the fund.
