Relating to requiring applicants for tidal water commercial fishing licenses to provide to the Parks and Wildlife Department satisfactory evidence that the applicant is knowledgeable about practices, methods, and procedures in the marketing of fish and that the applicant will not take fish without having a reasonable assurance of an available market for the fish taken.
