Creating a municipal court of record in the city of San Antonio and authorizing establishment of other such courts; prescribing the jurisdiction, term, organization, administration, facilities, procedure, and power of municipal courts of record; prescribing the practice in such courts and the procedure for appeals from the municipal courts of record; providing for appointment from the municipal courts of record; providing for appointment of a judge, his qualifications, compensation, and tenure; providing for conforming of the criminal jurisdiction of other courts to that of the municipal courts of record; making certain restriction on use of evidence from proceedings in municipal courts.
