Relating to the authority and capability of the Central Education Agency to promote and improve educational accountability as a means of determining the degree of attainment of policy commitments, analyzing the effectiveness of the results of educational programs in relation to their costs, and reporting these findings to policy boards, management, and the public; and further establishing that educational accountability begins with self-accountability by the Central Education Agency, the regional education service centers, school districts, and other organizations and agencies responsible for the quality of public education programs and the achievement of educational goals.
