Ratifying, confirming, approving, and validating all proceedings and actions taken by the board of directors of Northwest Harris County Public Utility District No. 3 adding or annexing land and related matters with respect to certain Harris County roads; excepting proceedings or bonds involved in any suit or litigation pending on the effective date of the Act which are determined to be invalid.
