Relating to minimum benefits for retired auxiliary members of the Teacher Retirement System and for those who retire in the future; to apply minimum benefits for auxiliary members to those already retired and to raise benefits payable to retired or disabled members and to beneficiaries of retired members and of members who died in service; authorizing and appropriating amounts to finance the increases provided by this Act and prescribing the conditions under which portions of this Act become effective.
