Relating to procedures for and effect of withdrawal of candidacy in a general, special, or primary election or declination of a party nomination in a general election for state and county officers, to ballot changes necessitated by withdrawal, declination, death, or ineligibility of a candidate, and to the effect of votes cast for the candidate if his name appears on the ballot.
