Relating to the duties and authority of the state forester in developing rural fire protection plans; providing training in suppression of fires; to sell, lend, or otherwise make available to organized fire fighting groups fire control equipment available to the Texas Forest Service, including obsolete equipment and federal excess or surplus property.
