Amending the Texas Education Code to authorize and provide for the establishment and administration of a comprehensive crime and narcotics education program encompassing the services and efforts of regional education service centers and Texas school districts; providing guidelines to be considered in program development purposes; providing for an appropriation of state funds in support thereof; providing an effective date of this Act.
