Relating to the requirement that contracting agencies of the State of Texas, any county, city, town, school district, water district, hospital district, or other political subdivision of the state shall include nondiscrimination provisions by reason of race, color, religion, sex, or national origin in all directly or indirectly publicly funded contracts for supplies, materials, services or equipment; requiring the contractor to include nondiscrimination provisions binding upon a subcontractor or vendor in every subcontract or purchase order; specifying compliance reports which the contractor shall file with the contracting agency; providing for cancellation, termination, or conditional continuance of a contract for noncompliance with the nondiscrimination clauses of the contract and for debarment of such a contractor from further contracts with the agency; requiring reasonable efforts by the contracting agency to secure compliance with the contract provisions of this Act; defining "contracting agency"; and declaring an emergency.
