Relating to tampering with certain identification numbers on certain vehicles or parts of vehicles, to the possession of vehicles or parts of vehicles on which the identification numbers have been tampered with, and to the seizure and return of the vehicles or parts of vehicles by peace officers in certain situations, providing penalties for violation.
