Relating to authorizing the Texas Department of Mental Health and Mental Retardation and the State schools, State hospitals, and other facilities and institutions under its jurisdiction, the Texas State Department of Health and facilities and institutions under its jurisdiction, the Texas Youth Council and facilities and institutions under its jurisdiction, and other State and political subdivisions, centers, and hospitals to purchase annuities for their employees.
