Relating to authorizing the Board of Regents of The University of Texas System to contract with any political subdivision of the State of Texas located in El Paso County for the construction and operation of a special events center and related facilities on land owned by The University of Texas at El Paso, and authorizing the Board of Regents of The University of Texas System to contract with the political subdivision for joint use of the completed events center and related facilities.
