Relating to creating the Texas Toll Bridge Authority and prescribing its membership, organization, procedures, powers, and duties; authorizing any political subdivision or public agency of the State to convey to the Authority under certain conditions and without certain limitations any interest in land which may be necessary or appropriate to the purposes of the Authority; providing for financing of toll bridge projects; providing for incorporation of toll bridge projects into the State Highway System; prescribing certain penalties.
