Relating to providing that the Coordinating Board, Texas College and University System shall establish a master plan for certain institutions of higher learning and may contract for professional services and let contracts for construction of buildings and facilities at the institutions; providing that the Board may issue revenue bonds and use the proceeds for providing financial assistance to certain institutions of higher learning.
