Relating to the Texas Tort Claims Act; providing that the Act shall not apply to functions of municipalities heretofore held proprietary; making applicable the provisions of the Workmen's Compensation Act to those units of government acquiring workmen's compensation insurance; and providing for an effective date hereof.
