Relating to amending certain acts so as to provide for the issuance by the Railroad Commission of Texas of a motor carrier certificate or permit for the transporting in interstate commerce of fresh fruits or fresh vegetables from the initial packing point without the necessity of notice or hearing provided the applicant for such certificate or permit otherwise complies with all other requirements for obtaining same.
