Relating to the right, power, and authority of the Coordinating Board, Texas College and University System, to contract with the Baylor University College of Medicine to provide for the education of certain medical students, or to contract with the Baylor University College of Dentistry to provide for the education of certain dental students, or to contract with both such institutions.
