Relating to authorizing the Board of Directors of Texas A&M University to acquire by purchase in the name of the State of Texas James Connally Air Force Base, including any or all real or personal property therein contained; providing that the total cost of such purchase shall not exceed Four Million Dollars ($4,000,000).
