Relating to authorizing the construction, acquisition, and equipment of buildings and other structures and additions to existing buildings and other structures acquiring land therefor by the governing boards of the several junior college districts heretofore or hereafter organized; providing for the securing and payment of such obligations by the use and pledge of a certain part of student tuition charges.
