Relating to defining Public Utilities and providing for their regulation; providing for the creation of the "Public Utilities Commission of Texas" and for the appointment of Commissioners and the fixing of their qualifications and compensation and prescribing their duties and powers and the manner in which the jurisdiction and power herein conferred shall be exercised.
