Proposing an amendment to the Constitution of Texas to abolish all State ad valorem taxes on property in accordance with a specified schedule of gradual withdrawal by the State of Texas from the ad valorem tax field; to provide for the creation of a trust fund (known as The Reserve Fund) for the benefit of widows of Confederate veterans and eligible former Texas Rangers and their widows and mortuary claims by transferring the sum of two million dollars from the General Revenue Fund to The Reserve Fund, vesting administration of such fund in The Employees Retirement System of Texas.
