Relating to increasing the rates of tuition or registration fees to be charged by the institutions of higher education supported in whole or in part by the public funds appropriated from the State Treasury; providing for the continuation of Tuition Scholarships and the establishment of Incentive Scholarships and the rules and regulations of administering same.
