Relating to levying a processing tax on those engaged in the business of processing raw materials into products of a different or refined character, in this State and on those engaged in the business of selling or using such processed products in this State; providing a penalty for failure to pay the tax and authorizing injunctions against those failing to pay the tax; fixing the effective date.
