Relating to making a specific appropriation out of the State Highway Fund in the State Treasury, not otherwise appropriated, to pay a judgment obtained by B.F. Clark against the State of Texas authorizing B.F. Clark to sue the State of Texas for the recovery of damages resulting from the north approach to the high level bridge across the Corpus Christi Ship Channel being constructed and maintained upon a dedicated public park opposite to the Grande Courts then owned by B.F. Clark.
