Relating to excluding from the definition of "Specialized Motor Carrier" and "Specialized Equipment" wrecker type vehicles used incidental to or as an adjunct to the carrying on of primary business of buying, selling, exchanging, repairing, storing, servicing, or wrecking motor vehicles.
