Relating to making an appropriation out of the General Revenue Fund to the State Board for Hospitals and Special Schools for the making of preliminary surveys, architectural planning, acquisition and preparation of a site and other necessary expenses connected with carrying out provisions relating to creation of a State school for mentally retarded in the Gulf Coast Area.
