Relating to proposing an amendment to the Constitution of Texas authorizing the Texas Water Development Board to use funds on deposit in the Water Development Fund for the additional purpose of acquiring storage facilities in reservoirs and to dispose of such storage facilities upon such terms as the Legislature shall prescribe.
